The proposal, as stated by Bartolomeo, sounds reasonable. But if we 
adopt it, we should ensure two things:

1. If some members are going to be moderated, then a moderator should 
look at the contents of the group mailbox (the notifications of pending 
letters) often, at least once a day, so that if any letters are pending 
that have timely significance, they can be allowed through to the rest 
of the group (approved for distribution).

2. We should choose a trial period, for example three months or 
something comparable, to give us a chance to get used to the new system 
and to see if it's working well. If no problems or objections occur, 
then we can continue it.
