[New-imc] Proposal: list changes

Hi Anna,

although I despise personal attacks [1] and manipulative flooding [2], although 
I distaste infantile [3] and incompetent [4] support mails and although I am 
displeased by weird conspiracy theories [5] you may be right that we should 
not let presumptuousness dictate our modus laborandi. Still we need to make 
sure that mail addresses *can* be set to moderated if neccessary and for this 
we need responsive admins and moderators of this mailing lists.
