Hi Spleen,

You need to edit php.ini to set the following php variable:
short_open_tag = 1
http://ie.php.net/manual/en/ini.core.php#ini.short-open-tag

This is normally on by default, somebody has turned it off for some reason.  If 
you can't edit php.ini, for whatever reason, there are other options: 
http://ie.php.net/manual/en/configuration.changes.php
