got the same problem.
editing the feature publication date doesn't seem to work.
can anyone help?

Well this is not really a solution, but you can make stories (and features) sticky which should move it to the top, but it will be only for a certain period because when you click on the sticky option it asks for the number of days.
In the actual SQL query, as far as I know the results (and hence features) come back order by the time_posted field. If you have access directly to the database you should be able to update it, but that is not really a recommended way to do it.
Maybe you could provide us with some more details of what you are actually trying to do as it might help clarify things.
