Yeah, perhaps dc:coverage could be used for the UK... I'll
have to think about this one...

I'd suggest using <title> and <dc:title> for the title and
<dcterms:alternative> for the subtitle:

  Definition: Any form of the title used as a substitute
  or alternative to the formal title of the resource.
