[Syndication] Oscailt 3.0 testers?

Chekov Feeney has called for testers for Oscailt 3.0, which supports
some nice syndication features (one-click republishing, for example):

My test server doesn't have working PHP right now (it's a test
server, after all). Anyone got time to review this on-list?
