[Translation] timeout when trying to access translationtool

Hi kwadronourt,

I'm sorry. This problem is well known and usually is done if you wait
one or maybe a few hours.

The Translationtool runs with almost zero support and negative
development since more than a  year. And this didn't change during the
g8 summit and won't change in the near future. Dying Software.

We should all look for an alternative for translation work coordination.
