The Uruguayan Military in the Congo: Unpunished Abuses Abroad as well?

Soldiers and civilians from the multinational UN peace force in have
and continue to be committing serious acts of abuse against the local
population who they are supposed to protect. NGO's and observers have
accounted for 59 Congolese woman and girls who have become pregnant
due to both the prostitution and rape primarily committed by Uruguayan
and Moroccan troops.

UN authorities have acknowledged the veracity of serious charges in
the case, but hasn't acted develop any effective mechanisms to stop
the abuses or bring justice to the victims.

The Uruguayan government says it has no direct information about
abuses even though UN documents have recently come to light which
confirm what is happening. The Uruguayan political parties have not
protested the abuses nor sought investigation in to the charges. On
top of this, they are openly supporting a proposal to send more "peace
troops" to Haiti where the USA and France, followed later under UN
auspices by Brazil, intervened to support a military coup to topple
the legitimate democratically elected president Jean-Bertrand
Aristide.

Once again, the actions of the state and policy of official silence
strikes out against Human Rights.

Militares uruguayos en el Congo: ¿también allí impunes?

Militares y civiles adjuntos de distintas nacionalidades, integrantes
de las "fuerzas de paz" de la ONU en el Congo estarían cometiendo o
habrían cometido graves abusos contra la población local a la que
debieran proteger. Habría incluso 59 mujeres y niñas congolesas
embarazadas, a causa de violaciones y comercio sexual, que algunas
ONGs y observadores ajenos a la ONU no dudan en atribuir
principalmente a las fuerzas marroquíes y uruguayas.

Las autoridades de ONU, que han reconocido la ocurrencia de estos
hechos tan graves no han logrado (o deseado) desarrollar mecanismos
efectivos para detener los abusos y hacer justicia.

El gobierno uruguayo dice no tener datos y desconocer las denuncias, a
pesar que un documento interno de ONU que confirmaría muchas de las
mismas, haya salido a luz recientemente. Los partidos políticos
uruguayos no se manifiestan ni exigen investigaciones, y a esto se
agrega que no les tiembla la mano para votar en el senado el envío de
más "tropas de paz" <a
href="http://uruguay.indymedia.org/news/2004/07/27045.php">a
Haití</a>, donde la intervención de EEUU y Francia primero y ONU
comandada por Brasil después, legitimó un flagrante <a
href="http://uruguay.indymedia.org/news/2004/06/26150.php">golpe de
estado</a> contra el presidente democráticamente electo Aristide.

Una vez más, la práctica estatal y política del silencio se despliega
contra nuestros Derechos Humanos.
