[www-features] order of features

all the best to all the people in the imc-spaces, radio stations and out 
on the streets, doing a great job!

somebody had changed the dates/times of features to keep one of the RNC 
features up on top. In general that is a good idea, but now the 3 of the 
first 4 features were RNC.

I put the subponea feature back up again, and I out the overview of RNC 
coverages which is more a resource then a feature back as startpage 
special. (http://www.indymedia.org/en/2004/08/111721.shtml)

There was only new link in the new special that was put up, so I 
included that in the special.
