How About

The California MinuteMen, a group of racist vigilantes who are
patrolling the US/Mexico border and hunting migrant people, started
their operations...

or

The California MinuteMen, a non-governmental group of volunteers who's
stated goal is to patrol the US/Mexico border to help the Border Patrol
prevent illegal border crossings, started their operations...

feel free to modify it, mix it up, whatever!

it.
