[www-features] Proposal: Link to Paypal account for Atenco prisoners on global imc

We should develop a good way to collect donations online via credit
cards without going through pay pal. But that's a longer term project.
We have done pay pal in the past, and can do it again, as long as we
move towards a better system.

I support using paypal to collect donations for atenco. But we need a
long term solution which prevents us from having this issue.

If we just give bank account information, we will get MUCH fewer
donations. Bank transfers, especially in north america, do not work
well at all. It is very diferent form europe where they are easy and
fast. Here it costs often as much as $45 for the transfer, and it can
take more than a week, and often the money just gets lost.
