[www-features] feature proposal

Myself and a very small number of other folks are on both this list  
(www-features) and the spanish / portuguese list (www-editoriales).  
The lists are autonomous and parallel to each other. Proposing the  
feature on both lists is not necessary and could lead to confusion.  
Since the original language of the proposal is spanish, sending it to  
just the www-editoriales list would be best (at least in my opinion).  
And, having spanish as the original (first) language for articles on  
Mexico is great.
