[www-features] The new Feature article

that's a great idea, to use the comment box to indicate the list where 
the decision took place. i've seen people do this on occasion -- 
sometimes paste the whole archive url for the proposal/decision -- this 
is really helpful. i will try to get in to the habit of doing this. i 
don't think it should just be the one list that does it, but both.
