This problem seems to be caused by cities.inc generation scripts and
the fact that there was no "http://" prefix in the contact db. I've
updated the URL for Belarus in contact db to
"http://belarus.indymedia.org", this seems to have solved this
problem.

In addition to this, I see another problem: www.indy seems to have
weird ideas about IMC Belarus' features RSS feed. To see what the
problem is, compare:
http://newswire.indymedia.org/en/localfeatureswire/archive.shtml
http://belarus.indymedia.org/?format=rss&feed=features
One cause of the problem seems to be that www.indy doesn't take into
account dc:date and dc:language tags in the feed, but this doesn't
explain how it determined which features to show and in what order.
