[www-tech] URL missing from comments

hey peoples,

The URL field does not show up when adding comments. It makes some  
comments totally senseless without the URL, like article #883130 and  
the "Global Mayday 2007 Calendar"

This comment is basically pointless without the link to the website:

Also, HTML still does not work, either. An editor must go back to a  
comment and check HTML, even if HTML was checked by the person adding  
the comment.
